April 4, 2012 OSEA Negotiations Update

The Medford School District began its negotiations with its classified employees on April 4 from 4:30 p.m. to 7:30 p.m. using a traditional bargaining method.
 
The first discussion item was about setting ground rules for the bargaining sessions. The teams agreed to an observer protocol for those who come to observe the meetings. We also agreed to a short list of ground rules that included the timeframe for the bargaining sessions, team member quorums, caucus length, the starting of the 150 day bargaining clock, and that the sessions would be open to the public.
 
The classified association presented an analysis of the District's budget which was done by budget analyst, Brad Larsen, who is employed by the Oregon School Employees Association (OSEA). Mr. Larsen gave a very thoughtful presentation of the Medford budget. For more information on the Medford Schools budgeting process, you can attend the Budget meetings beginning April 9 at 6 p.m. in the Medford School Board Room.
 
After the OSEA budget presentation, both the District and the association exchanged contract proposals. Each team explained their proposed contract language changes. Cindy Drought, OSEA representative for our Chapter 15, read the OSEA proposal for the groups. Todd Bloomquist, Human Resources Director for Medford Schools, read through the Districtís proposal.
 
To begin the Districtís presentation of its proposal, School Board director, Sally Killen, shared with the OSEA the Boardís bargaining goals which it adopted in a regular School Board meeting on March 5. Those goals include a commitment to maintaining high quality programs for students, a balanced salary and fringe benefit for employees, and a bargaining process that maintains integrity and respect for the districtís classified employees. She also shared the Boardís and the Districtís sincere appreciation for the classified employees.

The next bargaining dates will be April 19, May 2, and May 24 from 4:30 p.m. to 7:30 p.m. The bargaining sessions are held in the Medford School Board Room located at 815 S. Oakdale Ave.
